Fiona Stanley Hospital Car Park – Independent Verification and CPS

D&A was engaged by Georgiou to provide comprehensive Independent Verification (IV) and Construction Phase Support (CPS) services for the Fiona Stanley Hospital Western Car Park development in Perth. This major infrastructure project required multi-disciplinary verification to ensure full compliance with the Statement of Work Technical Criteria (SWTC) and relevant Australian Standards. D&A’s IV scope encompassed structural, geotechnical, architectural, drainage, electrical, mechanical, ICT, hydraulic, fire safety, vertical transportation, and universal access disciplines.
As a Level 2 Comprehensive Certifier and Level 3 Proof Engineer, D&A undertook detailed verification of design reports, drawings, BIM models, and interface coordination across all disciplines. The verification process included compliance checks, constructability reviews, and design integrity assessments, culminating in the issue of formal Verifier’s Statements for IFC submission.
In addition to design verification, D&A provided ongoing Construction Phase Support, assisting Georgiou and the design team with technical queries during construction. This included expert review and advice on concrete mix designs, material specifications, structural detailing clarifications, and site-based technical coordination. D&A’s involvement ensured that the design intent was fully realised on-site while maintaining compliance, safety, and performance standards.
D&A’s scope of works for the Fiona Stanley Hospital Western Car Park project comprised Independent Verification and Construction Phase Support services in accordance with the SWTC, Main Roads WA (MRWA), and relevant Australian Standards. The scope included:
- Independent verification of structural design documentation, analysis models, and load paths for all primary and secondary structural elements.
- Review and verification of geotechnical design data, pile reaction tables, foundation systems, and consolidation assessments.
- Assessment of architectural layouts, compliance with DDA/universal access provisions, and integration with structural and building services designs.
- Verification of civil, drainage, and hydraulic designs for capacity, constructability, and spatial coordination.
- Review of electrical, mechanical, ICT, fire, and vertical transportation systems for design integrity and cross-discipline consistency.
- Verification of BIM and digital engineering models for accuracy, interoperability, and metadata compliance.
- Provision of Construction Phase Support, including responses to Requests for Information (RFIs), review of concrete mix designs, material testing compliance, and design clarification during construction.
- Preparation and issue of Verifier’s Statements and Certificates of Compliance for IFC packages and design submissions.
- Delivered a robust and compliant Independent Verification process, ensuring all design packages met SWTC and Australian Standard requirements.
- Strengthened the quality of the final design and construction through proactive verification and CPS input.
- Facilitated early identification and resolution of design inconsistencies, reducing the potential for on-site rework and program delays.
- Provided valuable technical guidance on concrete mix design verification and materials selection, optimising durability and performance outcomes.
- Established a structured verification framework, combining digital engineering review, document control, and multidisciplinary coordination.
